HRE Development is delivering the second phase of its Skyhills Residences project in Jumeirah Village Circle. Construction started in June 2024, and this is an active off-plan project in one of Dubai's most established mid-market residential communities. JVC is a residential community, not a prestige address. It has schools, clinics, parks, and neighbourhood retail across its districts. That practical setup appeals to people who want a central, liveable location without paying landmark prices. Two-bedroom apartments start at AED 2,000,000 and span 1,189 to 1,278 square feet. At AED 3,000,000, three-bedroom duplexes enter the picture, with floor plates reaching up to 3,570 square feet.
The studios and one-bedrooms occupy the accessible end of Dubai's off-plan market. The duplexes are a different calculation entirely: large two-level units at a price that reflects scale and format rather than location premium.

HRE offers two payment structures for this project.

Option 2 stands out. A 10% down payment secures the unit. The largest tranche, 50%, is paid after handover. Under this structure, a buyer takes delivery having paid only 30% of the purchase price. The remaining half clears post-handover, which gives investors time to generate rental income before the full cost is settled.
Option 1 consolidates all payments at or before handover. Buyers who want no outstanding obligations once they receive their keys will find it the cleaner arrangement.
Completion in June 2026
Construction started in June 2024 and the expected handover date is June 2026, roughly 11 months away. For off-plan buyers entering now, the remaining construction window is short. This project is past its early stages.
Under Option 1, the 30% construction-phase tranche falls within this 11-month window. Under Option 2, it is 20%. Either way, buyers entering at this stage have limited construction-period payment exposure before the handover date arrives.
